Allows cities, villages, or townships to sign drainage applications on behalf of freeholders if authorized by their governing body and the municipality will be liable for assessment costs.

Permits municipalities to petition alone for drain construction in intercounty drainage districts without freeholder signatures, if authorized by their governing body and liable for public health assessments.

Defines "municipality" to mean a city, village, or township for purposes of drainage district petitions.

Maintains the 50% freeholder signature requirement for applications to locate and establish drains traversing multiple counties, except where municipalities are authorized signatories.

Takes effect immediately upon approval.
