Allows the state transportation director, county road commissioners, or county boards of commissioners to petition the drain commissioner to establish or modify drainage districts when necessary for highway construction or maintenance.

Applications and petitions for highway-related drainage work are subject to the same laws and procedures as other drainage district applications and confer the same authority on drain commissioners.

Requires the director of agriculture and rural development to hold a public meeting within 60 days when the state transportation director submits an application, eliminating the need for a separate board of determination to assess practicability and necessity.

The agriculture director's determination from the public meeting must be filed with the drain commissioner or drainage board before proceeding.

Takes effect immediately upon enactment.
