• Requires Michigan Department of Transportation to establish outcome-based performance measures for transportation infrastructure projects including accessibility, multimodal transportation, social equity, and safety improvements.

• Mandates performance measures encompassing fatality reductions for motorized vehicles, pedestrians, and bicyclists; air quality improvements; economic development of existing built environments; and coordination of long-range transportation plans.

• Requires the department to develop a systematic, data-driven rating system by October 1, 2014 to score and prioritize proposed transportation infrastructure projects based on established performance standards, subject to legislative approval by concurrent resolution.

• Directs the department to include analysis in annual state transportation improvement programs (by September 30 of each year) documenting how performance measures were applied to project prioritization and funding decisions, including performance measure weightings and submitted local plans.
