HB 5699 Summary

• Requires allocation of transportation infrastructure project funds beginning January 1, 2015 based on plans submitted by local road agencies, regional transit authorities, and other eligible authorities, along with the state transportation improvement plan.

• Creates the State Transportation Advisory Commission within the Department of Transportation to establish performance measures for transportation infrastructure projects and develop methodology to measure funding decisions against these standards.

• Requires the advisory commission to include representatives from the Department of Transportation, transportation planning organizations, local government, advocacy groups, environmental organizations, disability organizations, nonmotorized transportation groups, and social equity organizations.

• Mandates the advisory commission submit an initial report by August 1, 2014 to the State Transportation Commission with recommendations for performance standards, protocols for project evaluation and prioritization, and processes for public input on infrastructure project decisions.

• Requires the Department of Transportation to develop a systematic, data-driven rating system for scoring transportation infrastructure projects by October 1, 2014 and to document annually how performance measures are applied to prioritization and funding decisions.
