Prohibits mental health professionals from engaging in sexual orientation change efforts with minors.

Defines "sexual orientation change efforts" as practices seeking to change an individual's sexual orientation, including efforts to change behavior, gender identity, gender expression, or reduce same-gender attractions or feelings.

Excludes from the prohibition counseling for individuals transitioning between genders, as well as counseling providing acceptance, support, understanding, or identity exploration.

Excludes counseling that facilitates coping, social support, sexual orientation-neutral intervention to prevent unlawful conduct or unsafe sexual practices, or counseling that does not seek to change sexual orientation.
