Adds loperamide to Schedule 5 controlled substances in Michigan's Public Health Code.

Establishes specific dosage limits for narcotic drug compounds in Schedule 5, including codeine (not more than 200 milligrams per 100 milliliters or 100 grams), dihydrocodeine (not more than 100 milligrams), ethylmorphine (not more than 100 milligrams), diphenoxylate (not more than 2.5 milligrams), and opium (not more than 100 milligrams per 100 milliliters or 100 grams).

Regulates ephedrine-containing products by exempting certain over-the-counter products that meet specific criteria, including solid dosage forms combining at least 400 milligrams of guaifenesin with not more than 25 milligrams of ephedrine, and dietary supplements containing no more than 25 milligrams of ephedrine alkaloids per serving with required labeling.

Adds Mitragyna speciosa (kratom) in all forms—including leaves, seeds, extracts, and derivatives—to Schedule 5 controlled substances.

Clarifies that inclusion of Schedule 5 substances does not prevent prosecution for related crimes under section 17766c.
