Amends Michigan's Code of Criminal Procedure to add felonies to the sentencing guidelines enumerated in Chapter 28 of the Michigan Compiled Laws.

Adds 23 felony offenses to the sentencing guidelines table, including crimes related to state identification fraud, firearm regulations, sex offender registration failures, student safety zone violations, and false reports of child abduction.

Establishes sentencing classifications and maximum sentences for new offenses, ranging from 2-year maximums for consumer fireworks violations and firearm storage violations to 15-year maximums for Michigan fireworks safety act violations causing death and false representation to obtain personal information on third offense.

Takes effect 90 days after enactment, contingent upon passage of either Senate Bill No. ____ or House Bill No. 5712 (the companion bill).
