Amends the Natural Resources and Environmental Protection Act to modify vessel registration exemptions under MCL 324.80123.

Exempts vessels 16 feet or less in length that are propelled by hand with oars or paddles, or by a portable electric motor rated at 100 pounds of thrust or less, from registration fees and numbering requirements if not used for rental or commercial purposes.

Clarifies that nonmotorized canoes and kayaks not used for rental or commercial purposes are exempt from registration fees and display requirements.

Requires owners of vessels documented by the U.S. Coast Guard to pay registration fees but exempts them from displaying vessel numbers.

Takes effect 90 days after enactment into law.
