Prohibits sale, possession, transport, and use of most fireworks including firecrackers, skyrockets, bottle rockets, and certain explosives-containing devices, with exemptions for low-explosive caps, approved toy pistols, sparklers under 0.0125 pounds, and toy snakes.

Allows local governments (cities, villages, townships) to issue permits for fireworks use for outdoor pest control, agriculture, and public displays by approved organizations after applicants demonstrate competency and financial responsibility through bonds or insurance.

Establishes transportation requirements for intrastate fireworks including use of non-passenger vehicles driven by persons age 18+, equipped with fire extinguishers, with smoking prohibited during loading and transport.

Sets storage standards for fireworks warehouses: single-story noncombustible buildings with secure locks, located specific distances from inhabited buildings and railroads based on quantity stored, with prohibitions on combustible materials, heat, and unsafe lighting within 50 feet.

Makes violation of fireworks regulations or permit terms a misdemeanor offense and repeals the 2011 Michigan Fireworks Safety Act.
