Removes appropriations language for fiscal year 2014 and replaces with blank appropriation amounts for fiscal year 2015 for public schools and education-related state purposes.

Appropriates funds for fiscal year 2015 from three sources: the state school aid fund, the MPSERS retirement obligation reform reserve fund, and the general fund (specific dollar amounts left blank in bill text).

Requires general fund appropriations to be expended before state school aid fund appropriations, with any unexpended general fund allocations transferred to the school aid stabilization fund.

Maintains the existing payment schedule requiring the department to prepare electronic files and the state treasurer to distribute funds to districts and intermediate districts in 11 installments on specified dates throughout the fiscal year.

Preserves provisions allowing districts to request advance release of funds for temporary, nonrecurring needs, with advances limited to no more than 30 days prior to the established payment date.
