Establishes the Interstate Compact for the Placement of Children to create uniform procedures for interstate placement of children in foster care, residential facilities, and adoptive placements.

Creates the Interstate Commission for the Placement of Children with one commissioner from each member state to oversee implementation, promulgate rules, collect data, and enforce compact provisions.

Defines sending and receiving state responsibilities: sending states retain jurisdiction and financial responsibility for child support and services; receiving states conduct assessments and provide supervision.

Requires receiving states to approve placements as safe and suitable before children are placed; establishes procedures for provisional and approved placements with specific timelines and documentation requirements.

Repeals the 1984 Interstate Compact on the Placement of Children (1984 PA 114) upon enactment by the 35th state, with the new compact becoming effective July 1, 2007 or upon 35-state enactment, whichever is later.
