Defines "totally disabled veteran" as an individual honorably discharged from armed services who has received a service-connected total or permanent total disability rating from the Veterans Administration or equivalent disability retirement pay from a uniformed services branch.

Permits Secretary of State to issue permanent windshield placards to totally disabled veterans valid for up to 4 years, with renewal placards expiring on the disabled person's fourth birthday after renewal date.

Modifies free parking sticker eligibility requirements to exempt totally disabled veterans from medical statement requirements, similar to existing exemptions for individuals with obvious disabilities.

Maintains existing provisions regarding parking privileges, placard display requirements, and penalties for misuse or fraud involving windshield placards and free parking stickers.
