Prohibits schools and day care centers from applying pesticides to playgrounds, turf, or athletic/playing fields, effective 180 days after enactment for schools and 1 year for day care centers.

Allows local health officers to authorize emergency pesticide applications in writing when necessary, and permits public school governing bodies to authorize emergency applications as well.

Exempts certain pesticide products from the prohibition including antimicrobial products, aerosol sprays (18 fl oz or less) for stinging/biting insects, tamper-resistant baits, EPA-exempt materials, boric acid, and horticultural soaps/oils without synthetic pesticides.

Requires the Department of Agriculture and Rural Development to develop guidance on pesticide alternatives in consultation with the superintendent of public instruction and director of community health to help schools and day care centers comply.

Makes technical amendments to section 8304 definitions regarding ingredient statements, integrated pest management programs, and recordkeeping requirements for pesticide applicators.
