Allows county road commissioners to establish seasonal county road systems that may be part of either the primary or local road system, with roads closed to public travel from November through April.

Requires county road commissioners to hold a public hearing before including or excluding roads from the seasonal system, with notice given to county and local government clerks and published in newspapers.

Modifies notice requirements effective January 1, 2015, to use tier C public notice under the local government public notice act instead of newspaper publication, with notice given 7-14 days before the hearing.

Prohibits designation of a road as seasonal if an objector with a principal residence on that road objects, unless the commissioners provide immediate access to a non-seasonal road.

Roads designated as seasonal are excluded from snow removal funding distribution under section 12a and from funding distribution under sections 12(4) and 12b for years in which they are part of the seasonal system; requires maps and signs identifying seasonal roads.
