Allows county boards of commissioners to create a county department of veterans' affairs administered by a committee of 3 to 5 veterans appointed by the board.

Committee members must be county residents who served honorably on active duty in the United States armed forces or received an armed forces campaign or service medal.

Before January 1, 2015, notices of committee openings must be published in newspapers and sent to veteran service organizations; beginning January 1, 2015, notices must comply with tier C public notice requirements under the local government public notice act.

Committee members serve 4-year terms with staggered appointments to limit vacancies to no more than 2 per year; vacancies are filled using the same process as original appointments.

Bill permits county board of commissioners members to be eligible for appointment to the committee despite any conflicting state law provisions.
