Removes the fixed definition of "annual township election" from the main text and relocates it to a new subsection (5) defining the term as occurring on the first Tuesday after the first Monday in November each year.

Changes public notice requirements for dissolution hearings of public service commissioner boards: before January 1, 2015, notice must be published in a newspaper of general circulation; beginning January 1, 2015, notice must comply with the local government public notice act using "tier C public notice."

Requires the board of public service commissioners to prepare a financial report detailing all assets, liabilities, obligations, and encumbrances before dissolution and file it with the township clerk.

Establishes a five-step dissolution process requiring a public hearing, development of an asset and liability transfer plan, township board adoption of a resolution approving the plan, and the board of public service commissioners' final resolution to dissolve.

Makes technical corrections including changing "pursuant to" to "under" and "do" to "does" for grammatical consistency.

Creates a conditional effective date contingent upon enactment of House Bill 5560 or a Senate bill identified by number.
