Changes county purchasing agent duties from requiring 4 weeks notice in 4 leading state newspapers to using "Tier C public notice" under the Local Government Public Notice Act, effective January 1, 2015.

Requires county purchasing agents to contract for all county supplies, merchandise, printing, and articles needed for county offices, departments, and institutions through a sealed bid process based on annual estimates due by July 1.

Authorizes purchasing agents to make purchases for less than one year (minimum 3 months) if cost savings can be achieved, and allows rejection of all bids or open market purchases if no satisfactory bids are received.

Grants purchasing agents authority to determine uniform brands or grades when multiple departments estimate for the same article, and provides preference to suppliers with established local businesses in the county when all other factors are equal.

Bill takes effect only if House Bill No. 5560 of the 97th Legislature is enacted into law.
