Amends the public notice requirement for county and regional parks and recreation commission rules to require tier C public notice under the local government public notice act beginning January 1, 2015, while maintaining newspaper publication requirements before that date.

Maintains existing rule adoption procedures requiring a 9-day waiting period after adoption, publication in a newspaper of general circulation, and posting near facility entrances.

Preserves penalties for rule violations as misdemeanors (fines up to $100 and/or up to 90 days imprisonment) and designates vehicle operation violations on recreational trailways as municipal civil infractions with fines not exceeding $500.

Updates references to park ranger training standards to cite the Commission on Law Enforcement Standards Act (1965 PA 203, MCL 28.601-28.616) instead of the prior law enforcement officers training council reference.

Includes a tie-bar provision making this bill's effectiveness contingent upon enactment of House Bill 5560 or Senate Bill No. ____ of the 97th Legislature.
