Replaces the newspaper publication notice requirement with "tier C public notice" under the local government public notice act.

Maintains the 30-day public review period after notice is given, during which any person or public body with interest in affected lands may bring an action to correct the plat.

Requires the governing body to withhold plat approval if an action is timely commenced, and mandates revision of the plat according to the court's order before final approval.
