Prohibits delivery or acceptance of radioactive waste from hydraulic fracturing operations in landfills, with hydraulic fracturing defined as injecting foam or fluid under pressure to create fractures and enhance hydrocarbon production.

Establishes recycling and reuse of materials, including electronics, as principal objectives of Michigan's solid waste management plan to conserve raw materials and protect soil and groundwater.

Prohibits landfill disposal of medical waste (unless decontaminated per packaging requirements), beverage containers, whole motor vehicle tires, and yard clippings beyond de minimis amounts, with exceptions for diseased or invasive species.

Prohibits landfill disposal of used oil, lead acid batteries, low-level radioactive waste, hazardous waste, liquids with free liquids (with limited exceptions), sewage, PCBs, and asbestos waste (unless compliant with federal standards).

Requires the department to submit a report to standing committees if a safe, sanitary, and feasible alternative for disposing of prohibited items does not exist, allowing potential exceptions to disposal restrictions.
