Amends the Workers' Disability Compensation Act of 1969 to modify the definition of "employee" in Section 161.

Changes mandatory language ("shall be") to permissive language ("is") throughout the statute regarding employee classifications for on-call fire department members, volunteers, and other categories.

Adds a new subsection (p) creating a religious exemption allowing individuals who are members of religious sects with established tenets opposing insurance benefits to opt out of workers' compensation coverage if the sect has a 10+ year practice of providing for dependent members.

Requires employers to retain a copy of the employee's IRS Form 4029 (approved by federal Social Security Administration) to assert the religious exemption.

Updates references from "the state" to "this state" for grammatical consistency throughout the section.
