Amends the Public Health Code to exclude war veterans' organizations (Veterans of Foreign Wars, American Legion, and other war veterans' organizations) from smoking prohibition requirements in places of employment.

Clarifies that "food service establishment" definition excludes cigar bars exempt under section 12606a and war veterans' organizations when used as food service establishments.

Modifies the definition of "place of employment" to specifically exclude organizations of war veterans from smoking restrictions that would otherwise apply to enclosed indoor work areas.

Maintains existing smoking prohibitions in food service establishments, public places, and other health facilities while creating carve-outs for the specified veterans' organizations.

Preserves enforcement mechanisms including civil fines of up to $100 for first violations and up to $500 for subsequent violations of smoking prohibitions in affected establishments.
