Adds a statutory construction rule requiring criminal laws enacted after January 1, 2015 to require a culpable mental state (purposely, knowingly, or recklessly) unless the law explicitly indicates otherwise.

Applies the prescribed culpable mental state to each material element of an offense that necessarily requires a mental state when a statute defines a mental state requirement but does not specify which elements it applies to.

Creates a default presumption that criminal offenses require proof of intent or mental culpability rather than strict liability.

Applies only to laws enacted after January 1, 2015 and does not affect existing statutes.
