Amends the Michigan Freedom of Information Act (1976 PA 442) by updating Section 2 (MCL 15.232), which contains definitions used in the act.

Adds definition of "field name" as the label or identification of a computer database element, including column headers, data dictionaries, or record layouts.

Clarifies that "software" does not include computer-stored information, data, or field names if disclosure would not violate a software license.

Expands the definition of "written request" to include submissions made by facsimile, electronic mail, or other electronic means, not just physical writings.

Maintains existing definitions for "FOIA coordinator," "person," "public body," "public record," "unusual circumstances," and "writing" in the Freedom of Information Act.
