Prohibits any person from selling at retail or igniting a sky lantern.

Adds definition of "articles pyrotechnic" for professional-use pyrotechnic devices similar to consumer fireworks in composition but not intended for consumer use, classified as UN0431 or UN0432.

Maintains existing prohibition on discharging consumer fireworks without express permission on public, school, church, or private property, with civil fine up to $500.

Maintains existing prohibition on selling consumer fireworks to minors with civil fines up to $500 for first offense and up to $1,000 for subsequent offenses, plus 90-day certificate suspension.
