Removes the requirement that counties, townships, and school districts be contiguous to join or annex to a community college district, allowing noncontiguous areas to form or join districts in certain circumstances.

Transfers approval authority for community college district formation and annexation from the state board of education to the superintendent of public instruction.

Changes the timing of regular school elections from May to November and adjusts corresponding dates for community college board member term commencements from July 1 to January 1.

Removes the contiguity requirement for trustee district boundaries in section 82, allowing districts to be compact and equal in population without mandatory contiguity.

Allows Upper Peninsula community college districts and districts with 20+ years of military installation classes to annex noncontiguous counties, and streamlines the annexation election process to require at least 49 days' notice.
