State administrative board authorized to convey state-owned property in Emerson Township, Gratiot County (approximately 10 acres) to the City of Ithaca or Gratiot County for $1.00.

City of Ithaca has first right to purchase property within 60 days of offer and must complete purchase within 120 days; if declined, property offered to Gratiot County under same terms.

Any unsold property after local government offers must be conveyed for fair market value through competitive bidding, public auction, real estate brokerage, or sale to other local government units.

Deed must include provisions restricting property use to public purposes only, with equal fees and terms for all public users; state retains right to reenter and repossess property if conditions violated.

If local government sells property within 10 years, state has 90-day right of first refusal at original sale price; if state waives this right, local government must pay state 40% of profit from resale. State reserves mineral rights royalties (1/2 of gross revenue) and all aboriginal antiquities.
