Allows contracts to be awarded to the lowest responsive and responsible bidder or on a best value basis, with best value determined by evaluating bidder's financial resources, technical capabilities, professional experience, past performance, insurance and bonding capacity, and business integrity.

Defines "responsive and responsible bidder" as one who complies with all bid specifications and requirements.

Overrides any conflicting local charter provisions regarding the procurement process.
