Sets basic foundation allowance at $8,099.00 and minimum foundation allowance at $7,126.00 for 2014-2015 school year.

Districts at minimum foundation allowance receive $50.00 increase; districts at basic allowance receive full basic amount; districts above basic allowance receive lesser of increase amount or consumer price index adjustment.

Beginning 2014-2015, reduces per-pupil allocation for cyber schools (schools of excellence operating as cyber schools) to 1/3 of the amount otherwise calculated for public school academies.

Establishes maximum public school academy allocation at $7,218.00 for 2014-2015 and sets the prior year minimum foundation allowance at $7,076.00 for calculation purposes.

Maintains existing provisions for state portion of foundation allowance calculations, special education pupil payments, and adjustments for district consolidations and annexations.
