Amends Michigan's Public Employment Relations Act (1947 PA 336) regarding public sector union membership and dues collection requirements.

Prohibits public employers from requiring employees to pay union dues, fees, or provide financial support to labor organizations as a condition of employment, with exceptions for police and fire departments and state police who may have fair-share agreements.

Clarifies that public school employers cannot use school resources to assist labor organizations in collecting dues or service fees from employee wages.

Establishes that agreements violating the new subsection (3) requirements are unlawful and unenforceable if they take effect or are extended after March 28, 2013; existing agreements in effect as of March 16, 2012 are grandfathered until expiration or renewal.

Provides for civil fines up to $500 for violations, gives Court of Appeals exclusive jurisdiction over challenges to the amendment, and allows individuals harmed by violations to sue for damages and injunctive relief with court costs and attorney fees.
