Amends the Foster Care and Adoption Services Act to establish a new purpose: ensuring the department develops and maintains a "Children's Assurance of Quality Foster Care Policy."

Requires the department to develop, implement, and make the quality foster care policy publicly available, with participation from current and former foster children in its development.

Establishes 14 specific protections for foster children including fair treatment, sibling/relative placement when appropriate, access to medical and mental health services, educational enrollment, religious/cultural activities, adequate food and shelter, and permanency planning.

Mandates the department implement the policy by July 1, 2015.

Bill's effectiveness is contingent upon the enactment of House Bill 5850 and House Bill 5851.
