Changes Michigan election law to allow (rather than require) precinct inspectors to separately tally precinct delegate ballots and add those totals to precinct voting machine totals.

Permits city and township clerks with absent voter ballot counting boards to forward a separate envelope for delegate ballot returns in addition to the regular return envelope.

Requires delegate ballots to be returned to the clerk in the special envelope and forwarded to the proper precinct by election day.

Authorizes the Secretary of State to issue rules implementing the revised procedures for handling precinct delegate ballots.

Makes grammatical updates to section 761a of the Michigan Election Law (replacing "which" with "that" and "when" with "if").
