Modifies Sections 12 and 12b to distribute county road commission funds using population of urban areas instead of county road mileage in urban systems.

Updates Section 13 to allocate city and village funding based on population rather than equivalent major mileage factors for different population size categories.

Makes grammatical and technical corrections throughout, replacing "funds" with "money," "pursuant to" with "under," and updating verb agreement and article usage.
