Appropriates $11,200,232,300.00 from the state school aid fund, $156,000,000.00 from the MPSERS retirement obligation reform reserve fund, and $149,900,000.00 from the general fund for public schools for fiscal year ending September 30, 2014.

Appropriates $11,931,762,900.00 from the state school aid fund, $18,000,000.00 from the MPSERS retirement obligation reform reserve fund, and $114,900,000.00 from the general fund for fiscal year ending September 30, 2015.

Allocates up to $2,500,000.00 for 2014-2015 to intermediate districts on a per-pupil basis to identify gifted and talented pupils or reimburse districts performing identification functions.

Requires intermediate districts to implement measures by March 1, 2015 to identify gifted and talented pupils using six categories: intellectual ability, creative ability, specific academic ability, leadership ability, high achievement, and visual and performing arts talent.

Requires intermediate districts to report by April 1, 2015 on identification measures implemented and estimated per-pupil costs for providing gifted and talented education programs meeting National Association for Gifted Children guidelines.
