Amends 1989 PA 24 to allow district libraries to continue operating and maintain their authority when participating municipalities undergo disincorporation, annexation, consolidation, or merger.

Permits a single municipality with a population of 4,500 or more to establish a district library with state librarian approval if it has spent at least 3 consecutive years attempting to form a multi-municipality district library.

Allows two contiguous district libraries to transfer portions of territory between them if both district library boards and all participating municipality boards approve by majority vote and agreements are amended accordingly.

Requires that district library agreements be submitted to the state librarian with detailed maps showing boundaries and relationships to adjacent governmental units; state librarian has 10 business days to disapprove amendments.

Establishes that territory excluded from a district library district remains liable for debt retirement taxes on bonded indebtedness existing as of December 29, 1997 until bonds are redeemed.
