Prohibits the Michigan Department of Transportation from expending any funds distributed under the Michigan transportation act for lane expansions on two specific interstate highway segments.

Restricts spending on an interstate highway segment beginning at the southern city limit of a city with population between 16,000-18,000 in a county with population between 1,100,000-1,300,000 and extending north to intersect with a state trunk line highway in a city with population between 21,000-23,000 in the same county.

Restricts spending on an east-west interstate highway segment within a city with population of 700,000 or more, beginning at the westernmost interstate highway intersection and extending east to a street adjacent to a community college campus within that city.
