Establishes procedures for insurance companies and dealers acquiring late model vehicles to obtain salvage or scrap certificates of title based on repair cost thresholds: 75-91% of predamaged value requires salvage certificate, 91% or more requires scrap certificate.

Requires salvage vehicles to undergo inspection and certification by specially trained police officers before being issued a regular title, with inspectors verifying vehicle identification numbers, parts ownership, and equipment standards compliance.

Creates appeal process for police officers whose salvage inspection certifications are suspended, revoked, or denied, with 30-day appeal deadline and hearing rights; revoked certificates cannot be reapplied for until 3 years later.

Mandates that vehicles with scrap certificates cannot be rebuilt or driven on highways and can only be sold to vehicle scrap metal processors; prohibits reissuance of regular titles for scrap vehicles.

Authorizes Secretary of State to conduct periodic reviews of dealer records and request documentation from insurance companies, leasing companies, and other entities to monitor compliance with salvage vehicle requirements.
