Prohibits employees of most federal agencies from carrying firearms in Michigan within 30 days of the act's effective date while conducting official duties.

Excludes the Department of Defense, Department of Justice, Department of Homeland Security, Nuclear Regulatory Commission, U.S. Capitol Police, Bureau of Diplomatic Security, Central Intelligence Agency, and military departments from the firearms restriction.

Makes violations a felony punishable by imprisonment for up to 5 years or a fine of up to $2,500.

Allows the Michigan Department of State Police to provide assistance to federal agencies in emergencies upon request.

Defines "emergency," "federal agency," and "firearm" by reference to existing Michigan law and federal statute.
