Requires the department to issue directives to all state agencies to provide and display on their websites information about state fund expenditures, including recipient name, amount, funding agency, and purpose of the funding.

Mandates disclosure of the number of full-time and part-time jobs maintained or created by state fund expenditures, along with wage rates for those jobs.

Requires the department to develop and operate a searchable, publicly accessible website by January 1, 2013, to compile all state expenditure information at no cost to users.

Excludes information deemed confidential by state or federal law from disclosure requirements.

Defines "expenditure of state funds" as appropriated or nonappropriated funds processed through the state's central accounting system by executive branch agencies, including state purchases, contracts, subcontracts, and grants.
