HB 5906 Summary

• Amends the Revised School Code to modify teacher certification requirements for both traditional and alternative teaching certificate pathways in Michigan.

• Changes the requirement for out-of-state teachers seeking Michigan professional education certificates from needing 18+ semester credit hours to instead meeting "ongoing professional learning requirements" established by the superintendent of public instruction.

• Modifies timing requirements for teacher examinations by allowing the basic skills exam to be taken before admission to an approved teacher preparation program (rather than before student teaching), and requires elementary certification and subject area exams to be passed before student teaching enrollment.

• Removes prior fee caps ($50 for basic skills exam, $75 for certification/subject area exams) and eliminates language limiting vocational education performance exam fees to actual administrative costs, allowing fees to be set without specified caps.

• Revises the alternative teaching certificate process under section 1531i to require completion of an alternative teaching program rather than 3 years of satisfactory teaching performance as the pathway to earning a Michigan teaching certificate.
