Mandates liability insurance coverage with minimum limits of $1,500,000 for limousines and $5,000,000 for buses, plus personal and property protection insurance; insurance cancellation automatically revokes the carrier's certificate.

Establishes vehicle inspection requirements conducted by certified mechanics at approved repair facilities, with inspections valid for 12 months; establishes graduated penalty fees ($100-$500) for late limousine inspections and ($100-$500) for late bus inspections, with certificate revocation possible.

Repeals the Limousine Transportation Act of 1990 and specific sections of the Motor Bus Transportation Act; allows local governments to adopt more restrictive regulations than the state law.
