Creates a Criminal Justice Policy Commission within the legislative council with 20 members including legislators, judges, prosecutors, defense attorneys, corrections officials, and public representatives, with appointments to be made by March 1, 2015.

Designates the public member appointed by the governor as commission chairperson and establishes 4-year terms for most members (with staggered initial terms of 2-4 years) and 2-year terms for legislative members.

Directs the commission to collect and analyze data on sentencing policies, correctional facility populations, recidivism rates, and court caseloads to inform evidence-based recommendations.

Requires the commission to develop modifications to sentencing guidelines that protect the public, reduce sentencing disparities, maintain proportionality, and recommend intermediate sanctions for cases with maximum sentences of 18 months or less.

Automatically repeals the commission and related provisions 4 years after the December 31, 2014 effective date.
