Establishes a 13-member State Community Corrections Advisory Board appointed by the governor and confirmed by the senate, including representatives from law enforcement, judiciary, local government, nonprofits, and the general public.

Requires the State Board to adopt key performance indicators (including recidivism measures), minimum program standards emphasizing evidence-based practices, and funding procedures for community corrections programs targeting moderate to high risk offenders.

Mandates that counties, cities, or regions submit comprehensive corrections plans detailing how they will reduce state prison commitment rates and enhance public safety through locally-operated community corrections programs, subject to office approval and annual review.

Limits administrative costs to 30% of total funding and prohibits funding from replacing existing local spending on community corrections programs.
