Amends section 10 of 1951 PA 51 to establish the Michigan Transportation Fund in the state treasury as a separate fund, receiving revenue from the motor fuel tax act, vehicle registration fees, and the motor carrier act.

Allocates Michigan Transportation Fund money to specific purposes including $3,000,000 annually to the state trunk line fund for rail grade crossing repairs, at least $3,000,000 yearly to the local bridge fund, and $43,000,000 to the state trunk line fund for debt service on state projects.

Distributes 10% of Michigan Transportation Fund money to the comprehensive transportation fund, $5,000,000 to the local bridge fund, and $36,775,000 plus an additional $3,500,000 to the transportation economic development fund.

Establishes the local bridge fund with a local bridge advisory board consisting of 6 voting members and 2 nonvoting members to oversee bridge preservation, improvement, and reconstruction projects through regional bridge councils.

Adds new allocations for revenue from alternative fuel taxes under sections 152 and 154 of the motor fuel tax act to be distributed to the state trunk line fund, county road commissions, and cities and villages in the same percentages as other fuel tax revenue.
