Amends the Natural Resources and Environmental Protection Act to add definitions related to septage waste management, including food establishment septage, domestic treatment plant septage, and sanitary sewer cleanout septage.

Requires the Department of Environmental Quality to promulgate rules establishing continuing education requirements for septage waste servicing license holders and design/operating requirements for receiving facilities.

Authorizes the Department of Environmental Quality and Department of Agriculture and Rural Development to jointly establish field sanitation and food safety standards.

Creates an exemption for farm operations from septage waste licensing requirements when servicing portable toilets used for farm laborers, provided they meet specified conditions including no environmental releases, equipment security during transport, storage limits of 60 days, and use of licensed professionals for final disposal.

Requires the Department of Agriculture and Rural Development to publish field sanitation, worker protection, and food safety requirements applicable to the farm operation exemption.
