Prohibits Michigan state agencies, political subdivisions, their employees, and Michigan National Guard members on active state service from assisting the federal government in stopping drivers on roads and highways in the state.

Defines "agency of this state" to include departments, commissions, courts, boards, councils, and public universities or colleges established as constitutional corporations or otherwise.

Defines "political subdivision" to include cities, villages, townships, counties, school districts, community colleges, port districts, and transportation authorities.

Specifically applies prohibition to law enforcement officers and employees acting in their official capacity who would aid the federal government or federal contractors in conducting driver stops.

Establishes that the prohibition applies to any activity in which drivers are stopped on Michigan roads or highways.
