Enacts the Interstate Health Care Compact, allowing Michigan to join other states in regulating health care within their respective jurisdictions independent of federal oversight.

Permits member states to suspend federal health care laws, rules, and regulations that conflict with state-adopted laws under the compact.

Establishes Michigan's member state base funding level at $29,466,000,000.00 based on 2010 federal fiscal year health care spending, with adjustments for population and inflation in subsequent years.

Creates an Interstate Advisory Health Care Commission composed of representatives from member states to study health care regulation, make nonbinding recommendations, and collect data on state health care programs and pricing.

Requires congressional consent for the compact to become effective after at least 2 states adopt it, and allows member states to withdraw with 6 months' notice to other member states.
