Local and county law enforcement agencies using registration plate reading devices must submit an annual report to the Michigan Department of State Police by February 1 each year containing usage data from the preceding calendar year.

Required report contents include: monthly number of plates read, number of stolen or missing vehicles recovered, data retention duration, information disposal methods, and any other information required by the Department of State Police.

The Department of State Police shall compile all reports from local agencies with its own registration plate reading device data and submit a consolidated report to the governor and relevant legislative committees with jurisdiction over transportation and law enforcement.

The Department of State Police shall annually reimburse local and county law enforcement agencies for costs incurred in compiling and providing the required report information.

"Registration plate reading device" is defined as an automated high-speed camera system using optical character recognition technology that reads vehicle registration plates, compares data against stored information, generates alerts for matches, and stores plate information for a prescribed period.
