Amends the County Government Act to modify county executive election schedules for counties with populations exceeding 1,000,000.

Establishes a 2-year term for county executives in large counties elected in November 2016, serving from January 1, 2017 through December 31, 2018.

Beginning in November 2018 and every fourth year thereafter, county executives in large counties shall be elected on a partisan basis for 4-year terms starting January 1 following the election.

Maintains standard 4-year terms and partisan election procedures for county executives in all other counties, with elections concurrent with county prosecuting attorney, clerk, treasurer, sheriff, and other county officials.

Preserves existing provisions for filling vacancies by board of county commissioners appointment until the next general election, and maintains salary establishment procedures consistent with other elected officials.
