HB 5964 Summary

• Amends Michigan Vehicle Code section 627 to establish a comprehensive speed limit system based on highway characteristics, replacing previous speed limit provisions in sections 629 and 629c.

• Establishes statutory speed limits ranging from 15 mph in mobile home parks to 80 mph on rural limited access freeways, with limits determined by highway type, vehicular access point density, and location (business districts, residential subdivisions, public parks).

• Requires speed limits on highways with 60 or more vehicular access points within 1/2 mile to be 25 mph, with graduated increases (30-45 mph) based on lower access point densities.

• Sets default speed limits for various highway categories: 65 mph for trunk line highways, 60 mph for county highways, 70 mph for urban freeways, and 80 mph for rural freeways unless otherwise posted.

• Makes the bill effective only upon enactment of companion bills HB 5962, HB 5963, HB 5965, and HB 5966 of the 97th Legislature.
